City Manager Selects New Fire Chief


Baker City – Fire Chief Sean Lee submitted a letter of resignation with the last day of employment on September 30, 2022. On October 1, 2022, City Manager Jonathan Cannon appointed Division Chief of Operations David Blair as Interim Fire Chief. A recruitment process followed which included an advertising campaign reaching across the United States with a focus on nine western states including the entire Pacific Northwest. Additional advertising occurred in Oregon and on emergency responder websites like Daily Dispatch.

Baker City received applicants and an evaluation team shortlisted the applications. Interviews were held by the evaluation team. The City Manager and Human Resources Manager conducted a final interview with the candidates.

After a review of all the information, the City Manager made the final selection to appoint Interim Fire Chief David Blair to Fire Chief David Blair.

Fire Chief David Blair joined the Baker City Fire Department in 1991 as a volunteer firefighter. In 2004 he was hired as a professional firefighter full-time. As a firefighter, he was president of the BCFD local firefighters union for three years. David has progressed through the ranks and held every position within the fire department including a senior firefighter, Lieutenant, Battalion Chief, Division Chief, and Interim Fire Chief.

David holds numerous certifications including Fire Instructor III, currently completing Fire Officer II, and is an EMT intermediate. He is currently enrolled at Columbia Southern University and is seeking a Fire Administration Degree.

Chief David Blair will be a valuable leader in the Baker City Fire Department. I am confident he has the demeanor and ability to lead the Baker City Fire Department into the future.
