(Release from Oregon Trail Electric) At 12:15 pm, power outages in Union County were reported affecting nearly 4,000 member-owners. The cause of the outage has been determined to be high winds that caused damage to a line at a substation. Crews are at the scene and have begun restoring power. At this time, 998 member-owners remain without power. The estimated time of restoration for the remaining members is 3:00 pm
